Torbay Council is moving ahead with a transformative project to protect Paignton and Preston seafronts from the growing threat of coastal flooding. The comprehensive scheme, approved on 24 June 2024, will not only bolster sea defences but also revitalise the public spaces along the coastline.

The project addresses the urgent need to safeguard the towns from rising sea levels and the increased frequency of storms. This will be achieved through the construction of robust new sea defences, including strategically placed flood gates along both Paignton and Preston seafronts. These defences will form a crucial barrier against the encroaching sea, protecting homes, businesses, and vital infrastructure.

Beyond flood protection, the project envisions a significant upgrade to the promenade areas. The lower promenades will be resurfaced, providing a smoother and more accessible walkway for pedestrians and cyclists. New upper promenades will be created, offering elevated views of the bay and incorporating attractive seating areas and green spaces with carefully selected planting. Slopes and ramps will be integrated into the design to ensure easy access for all.

Recognising the importance of these spaces for recreation and leisure, the council plans to enhance the public realm with a range of improvements. New cycleways will encourage sustainable transport and provide scenic routes for cyclists. Additional seating areas will offer more opportunities for relaxation and socialising, while upgraded lighting will enhance safety and ambience during the evenings. The plans even include provisions for paddleboard storage, catering to the growing popularity of watersports. Existing shelters and cafes will be retained and thoughtfully incorporated into the new designs, preserving familiar landmarks and ensuring continuity for local businesses.

The council is currently in the final stages of the procurement process and expects to announce the appointed developer by the end of January 2025. Initial works, focusing on the diversion of essential utility services at specific locations, are scheduled to commence within the next three months. The council is committed to minimising disruption to local businesses, tourism, and residents during the construction phase.

This ambitious project represents a significant investment in the future of Paignton and Preston, demonstrating a commitment to protecting the towns from the impacts of climate change while simultaneously enhancing the seafronts for the benefit of residents and visitors alike.
