EA enforcement for Gateshead Council over lake flood risk

Gateshead Council has been served a formal enforcement notice by the Environment Agency requiring emergency structural upgrades to the lake at Watergate Forest Park. The body of water, which is regulated as a high-risk reservoir under the Reservoirs Act 1975, has failed to meet current flood safety standards, prompting regulatory action to ensure the safety of surrounding areas.

Under the terms of the notice, the local authority must execute remedial engineering works by February 2027 to significantly reduce the risk of the reservoir overflowing or breaching. The required scope of work involves reinforcing both embankments of the lake's spillway to safely handle extreme water volumes during severe rainfall events.

The project was formally brought before Gateshead Council's Cabinet on 20 October 2026, where members addressed a substantial escalation in project costs. Estimated expenditure for the engineering works has risen from an initial forecast of £400,000 to approximately £1.2 million. The council is now proceeding with procurement and project delivery to ensure full statutory compliance within the Environment Agency's enforced deadline.
