Binnies, working in partnership with WSP, is pleased to announce its successful appointment to all three Flood Risk Asset Management (FRAM) Lots under the Environment Agency’s Client Support Framework 2 (CPS2).
This appointment covers the Technical, Environmental and Commercial Assurance Lots, reinforcing the WSP/Binnies partnership’s position as a trusted delivery partner to the Environment Agency and reflecting the breadth of services previously delivered under the Client Support Framework (CSF).
CPS2 is a key national framework supporting the management, maintenance and improvement of flood and coastal risk management assets across England. Through the FRAM lots, the partnership will provide assurance and specialist support across a wide range of activities, including asset inspection and performance assessment, engineering and environmental appraisal, business case and investment support, and commercial and programme assurance. The framework plays a critical role in ensuring that flood defence infrastructure is resilient, sustainable and able to protect communities from increasing climate risks.

The award builds on the strength of the WSP/Binnies IS44001-accredited partnership, which has been successfully delivering for the Environment Agency for almost a decade. The partnership combines deep technical expertise with strong collaborative delivery, supporting national and regional teams across flood and coastal programmes.
As the CPS2 programme moves into its next phase, Binnies is focused on transitioning from CPS1 to CPS2 and mobilising teams to support upcoming commissions. This includes ensuring readiness to respond to early call-off opportunities and continuing to deliver high-quality, value-driven outcomes for the Environment Agency.
Kevin Simpson, Flood, Coast and Maritime Client Services Director at Binnies, said: “Winning a place on the CPS2 framework and securing all three FRAM Lots is a fantastic result for Binnies and our WSP/Binnies IS44001 accredited partnership. It reflects the strength of our teams, our collaborative culture, and the consistently high-quality services we provide to the Environment Agency.
Frank Hulcoop, Delivery Director at WSP, said: “We’re proud to support the Environment Agency through our partnership with Binnies, bringing assurance, technical insight and commercial rigour across the FRAM programme.”
We look forward to building on our strong relationships, supporting the transition into CPS2, and working together to secure and deliver impactful projects that help manage flood risk and protect communities across the country.”
This appointment positions the WSP/Binnies partnership to continue supporting the Environment Agency’s long-term ambitions for climate resilience, nature-based solutions, and sustainable flood risk management, while delivering benefits for communities, the environment and the economy.
